ALBANIA – Support to the Establishment of the Farm Sustainability Data Network (FSDN)

The overall objective (Impact) to which this action contributes is the establishment of the Farm Sustainability Data Network (FSDN) system in line with the requirements of EU Acquis, following best practices from EU Member States, which will support the effective agricultural policy-making and contribute to the successful integration of Albania into the EU, particularly in relation to the Common Agricultural Policy (CAP) and the Green Deal.

The specific objectives (Outcomes) of this contract are as follows:

Outcome 1: FSDN established in Albania in line with EU.

Outcome 2: Capacity building activities provided for MARD on the implementation of FSDN.

Outcome 3: FSDN data quality monitored.

Competitiveness and Inclusive Growth are Key priorities for IPA III support. Agriculture and rural development sectors need assistance to strengthen administrations at all levels in order to meet the EU accession requirements.

Structures and systems should be established or further developed for the management, implementation and control of the Common Agricultural Policy (CAP), in particular the various elements of the Integrated and Administrative Control System (land parcel identification system, farm and animal register) and capacities developed to implement the common market organization for agricultural products.

The Farm Sustainability Data Network (FSDN) plays a pivot role as the primary source of microeconomic data based on harmonized bookkeeping principles. The FSDN will not only monitor farm income and business activities but will also include sustainability data related to environmental and social practices. This will provide comprehensive data on farm performance and the broader rural economy, facilitating evidence-based policy making under CAP.
